The 21st century is a time of enormous development of cities as political, economic and social actors actively shaping the global scene. Among them German cities are important actors on the international political arena, as they have extensive competences to conduct foreign policy, resulting from the federal system. Over the past years, contacts of German cities with Chinese entities have experienced a particularly dynamic development. For German cities their Chinese partners have become both cooperators in terms of administrative and economic solutions, but also more and more often collaborators on educational and cultural issues.The aim of this article is, thus, to map the connections between German and Chinese cities, and then to refer to the place which international relations conducted by sub-state entities find in foreign policy implemented at the federal level. The starting point for the analysis is the presentation of the role of city diplomacy, and then results of a survey conducted among officials representing German cities inhabited by at least 50,000 people. The author will present the conditions of bilateral cooperation between cities, key areas of cooperation, determinants of success and the most common problems. In the last part, the author will analyze the role played by cities in the German political reality. In this way, the author will indicate whether the actions towards Chinese partners are coordinated with other institutions at the regional and national level.

Jej podstawowym instrumentem jest inicjatywa Pasa i Szlaku (Belt and Road Initiative, BRI), która w ostatnich latach jest jednym z najważniejszych projektów chińskich władz, zakładającym zintensyfikowanie współpracy gospodarczej i wymianę kulturalną krajów wzdłuż Nowego Jedwabnego Szlaku. Niemcy, czołowe państwo UE i kluczowy partner Chin w Europie, są silnym zwolennikiem inicjatywy BRI. Ponieważ jednak koncepcja ta obejmuje państwa członkowskie Unii Europejskiej, wymaga również silnej reakcji ze strony Wspólnoty. I chociaż stosunki UE z ChRL leżą w interesie gospodarczym wszystkich jej państw członkowskich, w ostatnich latach nie były one wolne od komplikacji. Artykuł analizuje znaczenie społecznego postrzegania i postaw aktorów państwowych Republiki Federalnej Niemiec wobec projektu Pasa i Szlaku od 2013 r., stosując liberalne podejście wyjaśniające. Celem artykułu jest przeanalizowanie reakcji Niemiec na inicjatywę Nowego Jedwabnego Szlaku w dwóch różnych fazach: pierwszej (2013-2016) i drugiej fazie (2016-), w której wypracowano model współpracy i świadomość występujących konfliktów. Ponadto artykuł próbuje zidentyfikować problemy istniejące w stosunkach między Unią Europejską a Chinami, ze szczególnym naciskiem na stosunki między Chińską Republiką Ludową a Republiką Federalną Niemiec. Analizę kończą krótki wniosek teoretyczny oraz rekomendacje polityczne.
Relacje niemiecko-chińskie na przestrzeni ostatnich lat uległy znacznej intensyfikacji. W ramach budowy Inicjatywy Pasa i Szlaku (od 2013 r.) Chiny dążą do wzmocnienia stosunków z Republiką Federalną Niemiec, budując je jako alternatywę dla pogarszających się relacji transatlantyckich. To Niemcy mają być obecnie ich głównym partnerem w promocji wolnego handlu, ochronie klimatu i budowie świata wielobiegunowego. W tym celu ChRL wygaszają kwestie sporne z RFN, np. przyspieszając legalizację niemieckich fundacji politycznych w Chinach. Nasilenie relacji chińsko-niemieckich nie oznacza jednak braku występowania problemów i pól rywalizacji na płaszczyznach politycznych i gospodarczych. Ogromnym wyzwaniem dla Berlina pozostaje w ostatnich latach m.in. kwestia budowy chińskiej strefy wpływów w Europie Środkowej i Wschodniej poprzez format współpracy 16+1, problem przejmowania strategicznych przedsiębiorstw niemieckich, a także chińska aktywność inwestycyjna w Afryce. Artykuł naświetla podejście Niemiec do wybranych problemów w relacjach z ChRL, analizując współczesną Chinapolitik. Tekst podzielony został na kilka części – w pierwszej z nich autorka naświetla współczesne relacje niemiecko-chińskie, następnie analizuje pola krytyczne współpracy i rywalizacji zarazem (inicjatywa 16+1, chińskie przejęcia strategicznych firm w Niemczech, współzawodnictwo w Afryce), by zakończyć całość podsumowaniem. ; The German-Chinese relations have significantly intensified over the last years. As part of the construction of the Belt and Road Initiative (since 2013), China strives to strengthen its relations with the Federal Republic of Germany, using them as an alternative to the deteriorating transatlantic relations. Germany is now to be the main partner in the promotion of free trade, climate protection and the construction of a multipolar world. For this purpose, the PRC puts away disputable issues in Sino-German relations, for example by speeding up the legalization of German political foundations in China. However, the intensification of these associations does not mean that there are no problems and rivalry on the political and economic levels. A huge challenge for Berlin has been in recent years, i.e. the issue of building a Chinese sphere of influence in Central and Eastern Europe through the 16+1 cooperation, the acquisition of strategic German enterprises and China's investment activity in Africa. The article highlights Germany's approach to selected problems in relations with China, analyzing the contemporary Chinapolitik. The text has been divided into several parts - in the first one, the author highlights the contemporary German-Chinese relations, then analyzes the critical fields of cooperation and competition ("16+1" Initiative, Chinese takeovers of German companies, competition in Africa) and completes the whole paper with a summary. ; Die deutsch-chinesischen Beziehungen haben sich in den letzten Jahren erheblich intensiviert. China ist bestrebt, im Rahmen des Aufbaus der Belt and Road Initiative (ab 2013) die Beziehungen zur Bundesrepublik Deutschland zu stärken und als Alternative zu den sich verschlechternden transatlantischen Beziehungen zu nutzen. Deutschland soll nun der Hauptpartner bei der Förderung des Freihandels, des Klimaschutzes und des Aufbaus einer multipolaren Welt sein. Zu diesem Zweck räumt die VR China strittige Fragen in den chinesisch-deutschen Beziehungen aus dem Weg, indem sie beispielsweise die Legalisierung deutscher politischer Stiftungen in China beschleunigt. Die Intensivierung dieser Assoziationen bedeutet jedoch nicht, dass es keine Probleme und Rivalitäten auf politischer und wirtschaftlicher Ebene gibt. Eine große Herausforderung für Berlin war in den letzten Jahren der Aufbau einer chinesischen Einflusssphäre in Mittel- und Osteuropa durch die 16+1 Initiative, die Übernahme strategischer deutscher Unternehmen und Chinas Investitionen in Afrika. Der Beitrag beleuchtet Deutschlands Herangehensweise an ausgewählte Probleme in den Beziehungen zu China und analysiert die zeitgenössische Chinapolitik. С этой целью КНР нивелирует спорные вопросы с ФРГ, например, ускоряя легализацию работы немецких поли- тических фондов в Китае. Однако, улучшение китайско-германских отношений не означает отсутствия политических и экономических проблем и соперничества этих государств. However, as the concept of BRI involves the member states of the European Union, it also requires a strong reaction from the Community. And although the EU's relations with the PRC are in the economic interest of all its member states, they have not been without complications in recent years. The paper examines the importance of societal preferences and attitudes of the Federal Republic of Germany towards the Belt and Road Initiative since 2013 by using the liberal explana- tory approach. The aim of the paper is to analyse the German response to the Silk Road project in two distinct phases: the first one (2013-2016) and the second phase (2016-). Moreover the article will try to identify the problems that exist in relations between the European Union and China, with particular emphasis on the relations between the People's Republic of China and the Federal Republic of Germany. A short theoretical conclusion as well as political recommendations conclude the analysis.

Its aim is to show the role which the Berlin government has played in this issue in the recent years in the European arena, and also more broadly – internationally. The text highlights the key initiatives and strategies undertaken and developed by the administration of Chancellor Angela Merkel, analyses the debate over the issue of strengthening the German role in the process of European integration in the field of safety, and notes how Germans themselves perceive their place in the international arena.

Francja przez stulecia była obecna na kontynencie afrykańskim, gdzie za sprawą polityki kolonialnej budowała swoje imperium. W czasie rządów kolonialnych Afryka postrzegana była przez Francję bardziej jako przedmiot niż podmiot polityki zagranicznej. Ogromną zmianę przyniosły wydarzenia połowy XX w., który okazał się czasem powstania współczesnych, niepodległych państw afrykańskich. Zachodzące wówczas procesy polityczne na świecie wymusiły na, najpierw IV, a następnie V Republice zmianę percepcji dawnych posiadłości, tworząc układ z założenia partnerski, choć niedoskonały. Dzisiaj, za sprawą największych wpływów spośród państw Unii Europejskiej w Afryce, Francję uznać można za nieformalnego przedstawiciela UE na tym kontynencie i łącznika we wzajemnych stosunkach. Stąd pozycja Paryża ma dla pozostałych państw Europy istotne znaczenie. Dekolonizacja otworzyła jednak drzwi dla nowych, pozaunijnych graczy w tym regionie, w tym Rosji.
Celem artykułu jest próba dokonania bilansu dotychczasowego okresu prezydentury Emmanuela Macrona w kontekście jego polityki wobec Afryki. W pracy skupiono się na analizie dokonań francuskiego przywódcy w odniesieniu do kreowania politycznych, społecznych i militarnych stosunków w regionie Afryki Subsaharyjskiej (operacja "Serval" i "Barkhane"). Ze względu na aktualne wydarzenia w Ukrainie zaprezentowano ponadto problem rywalizacji o wpływy w Afryce między Francją i Rosją.
Cities and regions play an increasingly vital role in international relations, even co-shaping their countries' foreign policy. This phenomenon, usually called 'paradiplomacy', means that cities and regions develop links with foreign actors, both state and non-state. In this way, they contribute to the 'pluralisation' of diplomacy and are changing the shape of contemporary relations on the global stage. This process is also happening with regard to the international activities undertaken by the European Union (EU); yet the paradiplomacy trend is also only partially realised at the EU level. In this context, this article aims to conceptualise the impact that the paradiplomacy of European sub-state actors has on EU foreign policy. So far, it has not been adequately recognised in the academic literature as a potential factor influencing EU foreign affairs. In addition, the article analyses how cities and regions can influence the development of EU foreign policy and how the Union can use this potential for international activity on the part of local actors. The article has two parts. In the first part, we present three ways cities and regions can influence EU foreign policy. By giving specific examples, we show that cities and regions are already using their authority to: i) lobby and create networking communities, ii) use formal powers, and iii) apply direct actions. In the second part, we set out the opportunities and challenges that arise from the paradiplomatic activities of sub-state actors. To elucidate the issues, we consider the case of contemporary relations between the EU and China, which are becoming more intense at local government level but which are not used by Brussels to pursue EU interests.
The aim of the chapter is to analyse how Germany cooperates with China at the substate level. The authors try to highlight the background of the bilateral relations and answer the questions about the grounds for German multidimensional cooperation with China and its transformation in recent years. The chapter consists of three main parts. The first one concentrates on a description of the political, economic and social relations at the interstate level. Firstly, it presents the genesis of political relations between the Federal Republic of Germany and the People's Republic of China, as well as how they have evolved until today. Secondly, the data on the economic exchange of recent years and the importance of bilateral cooperation between states in economic dimension is presented. Thirdly, in the section devoted to people-to-people contacts, the authors focus on the importance of the Chinese diaspora in Germany, the number of Chinese students and the role played by Confucius Institutes. The second part of the chapter discusses the theoretical background of international cooperation of German Bundesländer and their position as policy actors on the global scene. The third section presents the outcomes of a survey conducted among German regions and the results of interviews with officials in selected regional authorities and in the German MFA. This final part describes moreover German paradiplomatic relations with Chinese counterparts. AbstractCity diplomacy between European Union (EU) and Chinese cities has become an increasingly significant layer of bilateral relations. The collaboration between cities is extensive and covers a wide range of thematic areas, with around half of European cities having partnerships with Chinese counterparts, according to a survey of 745 cities. However, despite the commonality of these partnerships, our research has highlighted a disconnect between subnational relations and the upper levels of European policy. Despite some previous initiatives, local actors have not been effectively engaged in EU policy‐making. The European Parliament has called for greater co‐ordination with substate actors, but this call has gone unanswered. This article unpacks the city level of EU relations with China, showing its scope, patterns of co‐operation and potential impact. The authors present theoretical and empirical arguments to support the notion that city diplomacy could have a much more significant impact on EU policy towards China.
More and more regions are cooperating with their Chinese counterparts in many different areas: economy, environment, culture, academic exchange. Although the subnational dimension has started to be a visibly important element of EU-China relations, this trend is not reflected in the academic literature on EU-China relations. Until now, we have not known what the network of contacts with China at the regional level looks like and what the determinants and institutional forms of inter-regional partnerships there are. The present book maps Sino-European relations at the regional level and presents a detailed analysis of subnational contacts in the six analysed EU member states, illustrated by case studies of interesting regions from each country. It shows the rising role of non-state actors in international relations, the growing importance of paradiplomacy, as well as the necessity to look at the EU-China relations as a multi-layer phenomenon, engaging different types of actors on different levels. ; Publication financed by the National Science Centre, Poland.
